Chief Executive Officer

Jeffrey Rendel


Jeff is a graduate of Western Michigan University with a Bachelor’s of Business Administration and Accountancy. He worked for Liberty Mutual Insurance Company for over ten years in various premium audit and accounting positions. Jeff then became the Director of Risk Services for Staff Leasing in Bradenton, Florida, the largest Professional Employer Organization in the country. These positions facilitated his ability to successfully manage corporate workers’ compensation programs in excess of $150 million in premium. He has extensive experience in risk assessment, workers’ compensation classification, risk services, and overall management of insurance professionals.

Jeff is also active in the legislative process and was instrumental in the passage of PEO friendly language in many states. He is a recognized speaker and professor for the National Association of Professional Employer Organizations University Program and is the current Dean of Workers’ Compensation Curriculum. Jeff has served on the board of both the Florida Association of Professional Employer Organizations and Georgia Association of Professional Employer Organizations.

His responsibilities include carrier relationships, expansion of horizontal growth in the bussing and association venues, niche market opportunities, strategic direction, and agency management.




Troy Reynolds

Troy brings over 25 years of PEO and insurance experience to the Stonehenge family. He started his PEO Sales career in 1994 as an individual contributor for Staff Leasing / Gevity (Ultimately became Trinet). In his sixteen-year career at TriNet, Troy was an integral part of driving the company from a small privately owned PEO to the largest publicly traded PEO in the country. In this time, Troy held various management and senior leadership positions. Due to his strong work ethic, strong conviction in the PEO value proposition and client-first philosophy, Troy was ultimately tasked with leading over 190 internal field colleagues and growing, managing and driving profitability for Trinet. In the time Troy held Senior leadership positions at Trinet, the organization experienced consistent high percentage growth in both WSE count and profitability. In 2010, Troy decided to transition to his next venture. Troy went on to hold leadership positions for two other national PEO’s where he experienced similar results by building sales teams, growing and exceeding production expectations.

Troy’s knowledge in Field operations, Sales, Service, Risk Management, Workers’ Compensation, Medical Insurance, Marketing, Product Development and other PEO specific disciplines adds value and diversity to the Stonehenge team. Moreover, Troy continues to drive a sales-centric educational approach for our trusted PEO partners.

Troy’s duties include driving critical objectives, marketing initiatives, sales generation (both horizontal and vertical), and agency management.


Chief Financial & Operating Officer

Chris O'Connor

Chris O'Connor has an extensive background in merger and acquisition due diligence, transaction support and valuation, strategic business plan development, and overall management of operational and financial professionals. Chris worked as a CPA for Ernst and Young LLP for a period of nine years in various audit, M&A and Profit Enhancement positions. He served both strategic and financial buyers, focusing on valuation and due diligence analysis and has since served as a (i) Senior Vice President for Presidion Solutions, Inc., (ii) owner and seller of a PEO (National HR Advantage), (iii) co-owner of Stonehenge Insurance Solutions and (iv) Chief Operating Officer of Transportation Management Services and Horizon Coach Lines.

Chris provides financial and strategic direction and is integral in the marketing of transportation and association opportunities. 



Vice Presidents

Ruth Chapman

Ruth received her Bachelor of Science in Insurance and Economic Security from the University of South Carolina, and began her career with Liberty Mutual as a claims case Manager.  She was quickly promoted to Senior Manager.  Her duties included formal claims reviews onsite with the clients, communication with healthcare professionals, attorneys, injured employees and clients, negotiation of  settlements, strategized with defense attorneys, discussed treatment plans with healthcare professionals, and obtaining authority from clients.   Ruth then become Director of Claims for a large, national PEO for 12 years, which demanded a great deal of knowledge in state specific workers compensation law, as well as working with various insurance carriers.

Ruth is also well-versed in lines other than workers’ compensation, having been the claims manager for a large, national transportation company.  She oversaw auto liability, property, and general liability in addition to workers’ compensation.  Ruth managed claims investigation, evidence preservation, negotiation, and served as a liaison between the carriers, the local offices, and upper management.

Ruth is currently charged with  being our claims advocate, being involved in serious claims, attending formal claims reviews, exploring alternative treatment plans, and facilitating return to work and transitional duty.


Craig Hughes

Craig graduated from University of Central Florida with a Bachelor’s degree in Accounting. Before joining the Stonehenge team, he worked as a financial analyst for a fortune 500 company. Craig’s duties include monthly billings, data analysis, and audit support.


Michael Rendel

Michael graduated from Florida Atlantic University with a Bachelors degree in Accounting. He has a background working with a public accounting firm in South Florida preparing tax returns and performing audits of financial statements. He has spent most of his time since college analyzing financial data emphasizing potential mistakes and opportunities.



Kevin Weeks

Before joining the Stonehenge team at its founding, Kevin gained a decade of experience working in the professional employer organization industry and studied risk management at the University of Georgia. Kevin is married with a young daughter and serves as a deacon for his local church. He is responsible for marketing, information technology, and risk analysis for the Stonehenge team.


Theodore Werckman, ARM

Ted Werckman graduated from Ball State University in 1987 with a bachelor’s degree in accounting.  He started his insurance career with Liberty Mutual Insurance and was a premium auditor for eight years.  After leaving Liberty Mutual, Ted worked for a couple of Professional Employer Organizations (PEOs), including Staff Leasing, doing risk assessment and auditing work.  In addition, Ted has worked for several different Insurance carriers managing underwriting and auditing departments.

Ted is Vice President of Client Services, heading our team of client service representatives. His 20 years of PEO specific experience will enable him to support and strengthen the delivery of Stonehenge’s customer service model.



Felecia Woody

Felecia has over 30 years experience in the insurance industry. She began her career as an Independent Agent handling Personal and Commercial Lines. She later moved to the PEO specific sector of Workers Compensation as an underwriter for an agency working with many PEO’s and carriers. She obtained her P & C License through studies at UNC-Chapel Hill. Felecia represents Stonehenge as client service manager.
